Анотація

The role and significance of the “Telegram” messenger in relation to the spread of Russian propaganda and disinformation in Ukraine is considered. The risks of using Telegram channels have been determined. The attention is focused on the problems of penetration of the “Telegram” network into the domestic information field and the destructive manipulation effect on the Ukrainian audience of users. The mechanisms of using the Telegram network to manipulate public opinion and spread pro-Russian narratives are considered. The modern channels of administration of the “Telegram” messenger were determined by Russian curators. The areas of countermeasures against the use of telegram channels to the detriment of state interests in the information sphere, in particular regarding the anonymity of the messenger, are detailed. The general measures of preventive activities during the use of the “Telegram” messenger have been determined. The practice of state registration of telegram channels, which is in the stage of its formation, is summarized. The features of the use of the Telegram messenger in the conditions of the legal regime of martial law are highlighted. The directions of the organizational and legal content aimed at accelerating the deanonymization of the “Telegram” messenger have been identified.
