Анотація

The war started by Russia against our State actualized the need to find and use effective asymmetric means of countering Russian external aggression, a component of which is the active dissemination of disinformation. In the large-scale, all-encompassing confrontation in which Ukraine found itself, success is guaranteed exclusively by an active position. Ukraine should move to a biased application of active measures, in particular by monitoring and anticipating the Kremlin’s disinformation efforts directed against Ukrainian society and the democratic world as a whole. It is critically necessary to monitor changes in the nature of the Russian propaganda apparatus as a complex multi-level structure capable of self-regulation, recovery and growth.
