<p>In this paper, we examine the political and legal dimensions of Russia’s aggression toward Ukraine and the potential consequences this military action may have for the international system. First, we analyze the political aspects of the widespread violence, drawing on the literature related to political violence, conflict, and democracy. Second, we investigate the factors contributing to Ukraine’s resilience and explore the conditions under which Ukraine can defeat Russia. Third, we assess the legal and military dimensions of the war, analyzing its various phases and providing legal evaluations of the war crimes committed against Ukraine. Finally, we discuss the implications of this conflict for the international system. <p>While this research is focused on analyzing the financial governance systems and control mechanisms of specialized intergovernmental organizations (IGOs), their systems in turn focus on Ukraine’s post-war recovery. The effectiveness of international financial supervision and compliance enforcement is analyzed in the context of humanitarian crisis, economic disruption, and extensive reconstruction activities within the country. The assessment and evaluation center on the international organizations that control the distribution and utilization of expenditures on Ukraine and have an established working system of integrity and transparency.</p> <p>The methodology relies on institutional comparative analysis and legal framework review alongside policy evaluation of the international organizations’ control and regulatory mechanisms. Attention is drawn to the emerging relevance of specialized sector IGOs in the context of the increased complexity and disintegration of global financial governance. This work offers a profound assessment of the FSAP of the IMF, the AML/CFT supervision of the FATF, the Basel Committee’s supervision, and INTOSAI’s auditing standards.</p> <p>Key attention is directed towards the activities of the FAO, ILO, and ECOSOC NGOs in Ukraine regarding monitoring spending for agriculturally assisted social services, vocational education, and humanitarian aid. It has been established that these organizations operate within the bounds of treaty agreements and Memoranda of Understanding (MOU) and conduct audits, compliance reviews, and sanctions application under international legally accepted procedures.</p>Roksolana Yuriivna Ivanova

<p>In the current context of military conflicts, the issue of balancing national security and human rights protection is particularly important. Given the geopolitical challenges, Latvia, Lithuania and Ukraine are forced to adapt their police strategies to the realities of wartime, ensuring both public order and human rights. Studying their experience is extremely important for developing effective approaches to law enforcement in times of crisis. The purpose of the study is to provide a comprehensive analysis of wartime police strategies in Latvia, Lithuania and Ukraine aimed at maintaining national security and protecting human rights, as well as to assess the effectiveness of legal mechanisms for controlling the activities of law enforcement agencies. Methods. The study uses the comparative legal method and the method of systematic analysis. Applying these approaches allowed for a comprehensive analysis of the legal framework and practical aspects of police activity in wartime. The study found that Latvia, Lithuania, and Ukraine use different approaches to ensure national security, but all of them are focused on compliance with international human rights standards. It has been found that the effectiveness of police strategies largely depends on the existence of clearly defined legal mechanisms for controlling the activities of law enforcement agencies, as well as the level of public trust in the police. Key challenges are identified, including the risk of abuse of power during martial law and the need to improve accountability procedures.</p>Darius Dzikas

<p>The article is devoted to the possibility of introducing the military prosecutor’s office as an element of military justice. It is proved that the functioning of the Specialized Military Prosecutor’s Office, which is staffed by military personnel, under the conditions of the introduction of the legal regime of martial law and a special period in Ukraine, an effective solution to the tasks of protecting national interests from military threats will be ensured, maintaining proper law and order in the military sphere, including supervising the observance by the intelligence agencies of Ukraine of the laws of Ukraine and the observance of legality by the military counterintelligence bodies of the Security Service of Ukraine, carrying out counterintelligence activities, ensuring the protection of the rights and legitimate interests of military personnel and their families, as well as improving the efficiency of detection, documentation and investigation of war crimes, crimes of genocide and crimes against humanity committed by the Russian Federation on the territory of Ukraine, as well as effective supervision of the system of vowel and secret search and counterintelligence measures, carried out with the use of operational and operational-technical means (Articles 2 and 5 of the Law of Ukraine «On operational-search activities»).<br>The specialized military prosecutor’s office has been proposed to defi ne as a legal entity of public law, which has separate property that is state property, accounts in bodies that carry out treasury services for budget funds, a seal depicting the State Emblem of Ukraine and its name.</p>Олексій Миколайович Кальчук

<p>It is noted in the article that the Republic of Azerbaijan, having officially enshrined in its constitutional legislation the concept of “acts of a normative nature”, allowed the operation of mixed legal acts along with normative legal acts and individual legal acts. Thus, through the adoption of acts of a normative nature and non-normative legal acts, the implementation of general legal provisions in various areas of national law is ensured.<br>In the article, it is especially noted that the procedure for adopting non-normative legal acts is significantly different from the norm-making process. <p>This article examines the historical role, current challenges, and future prospects of the International Labour Organisation (ILO), established in 1919 and later becoming the first specialised UN agency. Over the past century, the ILO has been central to shaping international labour law, advancing fundamental rights, improving working conditions, and promoting universal social protection through its tripartite model. However, the rise of populist, nationalist, and authoritarian leadership increasingly undermines multilateralism, weakens engagement with the ILO, and erodes global labour standards—especially in developing countries reliant on international oversight. The study highlights a broader crisis of solidarity, in which shared commitment to workers’ rights is replaced by selective, interest-driven cooperation, threatening the ILO’s legitimacy and effectiveness. It also critiques the limitations of voluntary commitments by employers, stressing the need for binding, state-led enforcement of labour standards. Yet the ILO’s reliance on moral authority and consensus-based conventions hampers its ability to secure strong commitments in today’s fragmented geopolitical landscape. Ultimately, the article argues that the ILO faces not only a compliance crisis but also a legitimacy crisis, as the principles of solidarity, cooperation, and universal workers’ rights are challenged in an era of growing isolationism and national exceptionalism.</p>Dmytro Muzychuk

<p>On March 31, 2023, the Law of Ukraine “On Media” No. 2849-IX entered into force. Its approval is one of the criteria necessary for the start of negotiations on Ukraine’s accession to the EU. Granting Ukraine the status of a candidate for membership of the European Union, the European Commission recommended that our country “combat the influence of private interests by adopting a law on the media industry, which brings Ukrainian legislation into line with the EU Directive on audiovisual media services and empowers an independent media regulator.” At the same time, the large-scale invasion of Russia, which is accompanied by a powerful information war, propaganda and disinformation on the part of the aggressor, contributed to the adoption of the law “On Media” to no small extent. And only then – its inclusion in the list of requirements of the European Union in connection with Ukraine receiving candidate status. The European integration path is important and necessary for Ukraine, but modern security challenges, including in the information sphere, are now a matter of the survival of the state and our final victory in the war.</p>Олег Володимирович Джолос

Kovtun. During the genocide against the Ukrainian nation and the growth of hybrid threats, the preservation of national memory, in particular the local history of the Kolomyia region, plays an important role. The students of college are able to clearly identify themselves as belonging to the great Ukrainian nation on the basis of the historical facts of their native land in order to prevent anti-Ukrainian sentiments and to strengthen the Ukrainian state.
