The perspectives of state advertising legal regulation for the protection of freedom of speech in the EU and in Ukraine

There is no legal regulation of “state advertising” in 22 of the 27 countries of the European Union. It is intended to be a safeguard against the growing influence of the public administration on the media. Since taking into account recent studies of media pluralism in European countries experts have begun to perceive the advertising of state bodies and enterprises, which is placed exclusively on pro-government media, as a hidden subsidy from the state.
